Thanks to the wonders of the RNG, you only need +20 on him to autowin any opposed roll. And getting Bluff + Diplomacy into the hundreds by level 20 is easy enough. Easier at level 70, certainly, but it can be done at 20. Artificer with a staff of Skill Enhancer and the +UMD loop is probably the most straightforward.

Frank is actually missing (very slightly, but he is) the reason I gave up on this one:
Most of your spells and magic items are ruined by the Limited Magic traits in Dis that block a whole bunch of schools. Without any real way to find out what half of my abilities would be useless before planning my character, I just said fuck it.

I'm lost here. According to the Manual of the Planes, Dis has normal magic.
Is there some super secret extra limited magic trait that applies only to the contest?

Your opponent is a generic kobold, straight from the monster manual. Kill him.
The rules.
You may build a character up to level 100, using any d20 book you care to. Divine Rank no higher than 20. Whatever you do, the DM will fvck you over on the spot so hard that not only will you fail, but you become stupider for even trying.

You gotta keep reading. While he can change the planar traits "at will" and the changes are "permanent" - actually doing so requires 8 hours of work per day for an entire year.
So really, that's a non-factor.
But yeah, that compettion is like Icelandic Law. Seriously, anything anyone does is subject to so many secret rules that it isn't even a game, a discussion, or an exercise. It's just yelling at each other.

I fully agree that their suddenly changing on you is indeed a non-factor.
The thing is, they've obviously been changed to something, because I've read previous attempts, and I don't know what they've been changed to. Since that's bullshit I just didn't even bother trying.

I see the problem as not with Dispater, but with his tower.
It's a major part of the problem, given that this tower and Dis itself provides most of the defense in this challenge.
So, I'd devise a godly Evocation spell and obliterate the srapheap off the map, and then have a fellow PC Paladin-charger tank him in the ass after Dispater pops out of the nuclear wreckage to seek revenge.. that is, IF he were dumb enough to seek revenge against any prepared opponent while at his weakest, which he probably won't.

You know you really need to fight fire with water, and iron with ... well I was thinking about an awakened fendish rust monster with enough levels would put the fear of RUST into old "What's the matter with old Dispater?"

I'm playing ball for the moment (just to see how stupid it really is), and I basically intend to do just that. In case you didn't see my epic spell that deals 100d6 sonic damage to everything around me each round - i'm just going to crumble the fucking tower by standing outside it.
Also, obscene CL ftw.
I'll note that their deity rules are a mess. There are so many unclear passages I'm stuck asking for clarification on half of everything, which is really slowing me down. Pain in the ass. I'm also trying to play nice on the epic spells... even though it makes me sad - I don't need to whip out extreme cheese to beat Dispater.
(and I plan on fucking Dispater over with Blasphemy using Inimical Casting from Nar Demonbinder to make it perform like Holy Word (and exclude myself from the radius) at CL 181 with a save DC pushing 90 or so. I can drop 8 of those in a round, and they auto-pen Dispater's SR and he needs natural 20s on the save. And fuck you Dispater for making me walk all the way to your tower). (No, UrPriest multicaster CL of doom is not extreme cheese with 70HD worth of classes. Its just sort of normal at that level).
